This is obviously the most effective fix because Windows protection errors occur only in Windows 95, 98, and ME. This will fix the problem.Can't speak to this one way or another, I use real hardware and VMware, not VirtualPC. One last trick you can use is the bootlog file. Even so, Windows 98 did have its problems.
